The
All-China Women's Federation (ACWF) was founded
on April 3, 1949. It is a mass organization for
the advancement of Chinese women of all nationalities
in all walks of life.
ACWF is a member of the National Working Committee
on Women and Children under the State Council.
ACWF enjoys Consultative Status with ECOSOC of the
United Nations.
MISSION
To represent and safeguard women's rights and
interests and promote equality between women and
men.
TASKS
1. To unite and mobilize women to engage in China's
reform and opening up program, in the country's
socialist modernization and in advancing economic
development and social well-being;
2. To educate and offer guidance to women to strengthen
their spirit of self-esteem, self-confidence,
self-reliance and self-improvement, to improve
their technical and professional skills and to
enhance their overall competence;
3. To represent women in the participation in
the democratic decision-making, management and
supervision of state and public affairs, and in
the formulation of laws, decrees, regulations
and policies concerning women and children, to
promote the implementation of national programs
on women and children's development, and to safeguard
their legitimate rights and interests;
4. To render services to women and children by
strengthening coordination with all sectors of
the society and urge them to work in the best
interests of women and children;
5. To consolidate unity among women of all nationalities
in China, to develop friendly relations with women
and women's organizations in Hong Kong Special
Administrative Region, Macao Special Administrative
Region, Taiwan and with overseas Chinese women
and to promote the great cause of China's reunification.
To actively develop friendly exchanges with women
and women's organizations of other countries to
enhance better understanding, friendship and cooperation,
and to safeguard world peace.
ORGANIZATIONAL SYSTEM
ACWF practices an organizational system of local
women's federations and group members. Local women's
federations are set up according to the state
administrative divisions. Women workers' committees
of trade unions at all levels are group members
of the women's federations. All social groups
mainly made up of women with the aim to serve
the society and women that are registered with
the civil affairs departments and that are willing
to apply for affiliation with the women's federations
may become group members once approved by the
national or local women's federations.
NATIONAL LEADING BODY
The highest power organ of ACWF is the National
Congress of Chinese Women. It is convened once
every five years to deliberate and decide on the
guidelines, tasks and major issues of national
women's movement, review and endorse the work
report of the Executive Committee of ACWF, amend
the constitution of ACWF and elect the Executive
Committee of ACWF.
When the National Congress of Women is not in
session, the Executive Committee implements the
resolutions of the National Congress of Women,
discusses and decides on the major issues concerning
work on women and personnel arrangement. The plenary
session of the Executive committee elects a President,
a number of Vice-Presidents and other members
to form a Standing Committee, which is the leading
body when the Executive Committee is not in session.
A Secretariat is set up under the Standing Committee
to handle the daily work of ACWF, with its First
Member and several other members recommended and
elected by the Standing Committee.
