It is convened once every five years to deliberate and decide on the guidelines, tasks and major issues of national women's movement, review and endorse the work report of the Executive Committee of ACWF, amend the constitution of ACWF and elect the Executive Committee of ACWF.
When the National Congress of Women is not in session, the Executive Committee implements the resolutions of the National Congress of Women, discusses and decides on the major issues concerning work on women and personnel arrangement. The plenary session of the Executive committee elects a President, a number of Vice-Presidents and other members to form a Standing Committee, which is the leading body when the Executive Committee is not in session. A Secretariat is set up under the Standing Committee to handle the daily work of ACWF, with its First Member and several other members recommended and elected by the Standing Committee.
