¡¡¡¡ACWF's Working Outline in 2002
¡¡¡¡In the year 2002, the ACWF's working principles and major tasks are: to follow the situation of reform, development and stability; to adhere to "paying special attention to development, while simultaneously maintaining women's rights;" to actively participate in and promote the implementation of the 2001--2010 programs for the development of Chinese women and children according to the stipulations of the third National Working Meeting on Women and Children; and to raise women's caliber and mobilize them to fulfill the 10th Five-Year Plan. The ACWF should strongly improve her work methods, with initiative and foresight, and accomplish this year's tasks with a high standard and quality, so as to greet the 16th CPC National Congress with new achievements.
¡¡¡¡1. Carry out the Citizenry Ethics Building Program. The ACWF should combine the basic ethics "being patriotic and law-abiding, polite and honest, united and friendly, thrifty and reliant, and conscientious and selfless in work" with all her activities.
¡¡¡¡2. Encourage women to learn modern knowledge and professional skills. The ACWF should promote the project "to raise women's caliber" and guide women to culture, science, skill, law, business, and management so that they can become competent. The ACWF should also train laid-off and unemployed women, ask women employees to revise their knowledge and skills, and advocate that educated women should receive reeducation.
¡¡¡¡3. Serve rural women and help them become rich. The ACWF should improve the three science and technology networks of training, serving, and guidance through various ways, including teaching new technological skills to rural women, organizing rural women to help each other, training rural women at different levels, as well as propagating science and technology in the countryside. The ACWF should also guide rural women to the structural adjustment of agriculture and rural economy, to the development of environmental-friendly agriculture, agriculture with local characteristics, and export-oriented agriculture, and to the suitable labor emulation, so that they can increase income and become rich.
¡¡¡¡The ACWF should further sum up her experience in fighting poverty, promote activities to build a prosperous West and cooperation between women from Eastern and Western regions, develop the bases of planting trees, and help women's cause and improve the training for women in ethnic areas.
¡¡¡¡4. Promote the project "women community service." In order to help laid-off women to be reemployed, the ACWF should further develop women's services or projects in the community, including the family service, education service, health service, environment service, public order service, as well as reemployment centers and training bases. The ACWF should also pay close attention to other weak women in society, such as divorced women, migrant women and elderly women, giving them special help.
¡¡¡¡5. Maintain the rights of women and children. The ACWF should actively participate in drawing up, perfecting and supervising the enforcement of relevant laws and policies, support the government and crack down on such social evils and criminal offences as spreading unhealthy life-styles, trafficking in women and children, employing child laborers, domestic violence, drowning or abandoning female infants, and violating women's right to work. The ACWF and local women's federations should play a coordinating role in maintaining the rights of women and children, strengthen the building of the working teams and networks, improve various legal-aid hotlines, and treat seriously letters and complaints from women.
¡¡¡¡6. Meet the spiritual and cultural demands of women and children. The ACWF should further organize various popular culture and physical activities as well as promote family civilization, so as to develop a woman's healthy psychology.
¡¡¡¡7. Strengthen organizational building. The ACWF should adjust and perfect herorganizational structure, pay close attention to the building of women's organizations at the grass-roots level in urban and rural areas, and develop women's organizations in governmental departments, institutions, professional groups, social organs, and non-public economic sectors. The ACWF should also enhance the relations of women from all circles, as well as her own group members and executive committee members.
¡¡¡¡8. Build a working team for women. The ACWF and local women's federations should pay close attention to the training of full-time workers, raise their comprehensive quality, and provide the country with more excellent women cadres. Meanwhile, the ACWF and local women's federations should continuously guide and serve the part-time workers so as to form a great volunteer team for women.
¡¡¡¡9. Develop economic entities, bases and projects. In order to serve women and children and gain social and economic benefits, the ACWF and local women's federations should further run well various centers for women and children, kindergartens, women's newspapers and magazines, women's colleges and schools, women's travel services, and all kinds of economic entities, creating more business, education and health projects for women and children.
¡¡¡¡10. Enhance the working coordination and improve the methods of work. The ACWF should perfect her relationship with the NPC, CPPCC and governmental departments, participate in democratic consultation, amplify dialogue channels, and make women's cause popularized and socialized.
11. Make further advance friendly relations with celebrities and women's groups in Hong Kong and Macao. Also, the ACWF should actively launch exchanges and cooperation between women and women's groups from both sides of the Taiwan Straits.
¡¡¡¡12. Augment international exchanges and cooperation. The ACWF should give full play to non-governmental diplomacy's advantage, increase friendly contacts with women and women's organizations from other countries, especially from neighboring countries, participate in international conferences and forums, launch training abroad, and create more international projects for the development of Chinese women and children.


ACWF's Activities in Celebration of
International Women's Day

"The Week of Maintaining Women's Rights" Launched in Tangshan

¡¡¡¡This year is the 10th anniversary of the issuance of Law of the People's Republic of China on the Protection of Rights and Interests of Women, and it is also the first anniversary of the issuance of the Amendment of Marriage Law of the People's Republic of China. The ACWF and the Ministry of Justice initiated a nationwide program "The Week of Maintaining Women's Rights" on the occasion of the International Women's Day, with the aim of calling upon the whole of society to safeguard women's rights and interests. On March 4, the initiation ceremony for the program was held at the square commemorating the devastating earthquake in Tangshan, Hebei Province. Tian Shulan, Vice President and associate of the Secretariat of the ACWF; Hu Zejun, Vice Minister of Justice; and Liu Dewang, Vice Secretary of the CPC Hebei Committee attended the ceremony.
¡¡¡¡Mo Wenxiu, Member of the Secretariat of the ACWF, presided over the initiation ceremony and Liu Dewang delivered the welcoming speech. Hu Zejun and Tian Shulan gave speeches at the ceremony, as well. Hu Zejun called upon the judicial and administrative organizations at various levels to actively work with women's federations. The judicial and administrative organizations were required to organize the lawyers, grass-root legal service workers, and judicial assistants and coordinators to go into the grass-roots level of urban areas and social communities and provide women with convenient, fast, and effective legal services. Tian Shulan, on behalf of the ACWF, pointed out that the protection of women's rights and interests should be adapted to new situations and promote new development. She appealed to women's federations to closely cooperate with the judicial and administrative organizations, strive for the participation of various social circles and ceaselessly research new systems of rights' protection in the socialist market economy. She also stressed that women's federations at various levels should grasp favorable chances, make deep investigations, carefully sum up the experiences of the implementation of Law of the People's Republic of China on the Protection of Rights and Interests of Women, and continuously solidify and expand the results of work on safeguarding women's rights and interests.
¡¡¡¡During the initiation ceremony, Tangshan City held special performances for the local people entitled "Women's Law and Me."

"March 8 Red-Banner Pacesetters and Collectives" Awarded

¡¡¡¡On March 6, the ACWF held a meeting in the Great Hall of the People. The 154 outstanding women and 47 advanced groups from various fields that have made great contributions to the national modernization were awarded the titles of national "March 8 Red-Banner Pacesetters" and national "March 8 Red-Banner Collectives?respectively.
¡¡¡¡Yang Yang, the winner of two gold medals for short-track speed skating at the 19th Winter Olympic Games; Wang Shutong, CEO of Beijing Century Joyo Information and Technology Company Ltd.; Xu Yafen, Secretary of the Party Committee and President of Wanli Education Group of Zhejiang Province; and Han Yaling, Vice Dean of the Shenyang Military Area General Hospital and Director of the Cardiovascular Research Institute told their touching stories of their contributions to the audience. Wang Dan, from the Haemodialyser Center of the First Clinical Medicine Institute of Harbin Medical Science University, gave a speech as the representative of the advanced collectives.
¡¡¡¡Wu Yi, Alternate Member of the Political Bureau of the CPC Central Committee, State Councilor and Director of the National Working Committee on Children and Women Under the State Council; Peng Peiyun, Vice Chairperson of the NPC Standing Committee and President of the ACWF; He Luli, Vice Chairperson of the NPC Standing Committee; Qian Zhengying, Vice Chairperson of the CPPCC’s National Committee; and Chen Muhua, Honorary President of the ACWF and former Vice Chairperson of the NPC Standing Committee attended the awarding meeting.
¡¡¡¡Peng Peiyun addressed the meeting. She called upon all Chinese women to study hard, improve their own qualities, and give full play to their talents in the practice of working for the country and people. She also hoped Chinese women can surpass their predecessors with creative ideas and carry forward the traditional hard-working spirit by making greater contributions to the construction of a strong, democratic, and civilized socialist country.
Gu Xiulian, Vice President and First Member of the Secretariat of the ACWF, presided over the meeting. Leaders from the Organization Department and Propaganda Department of the CPC Central Committee, Work Committee of Departments Under the CPC Central Committee, General Political Department of the PLA and State Sport General Administration, as well as vice presidents and members of the Secretariat of the ACWF attended the meeting.

Reception for Chinese and Foreign Women Held in the Great Hall of the People

I¡¡¡¡n the afternoon of March 7, the Reception for Chinese and Foreign Women in celebration of the 92nd anniversary of International Women's Day was held by the ACWF in the banquet hall of the Great Hall of the People. Over 1,500 people, including women representatives from various ethnicities and fields, women members and alternate members of the CPC Central Committee in Beijing, women members of the NPC Standing Committee and the Standing Committee of the CPPCC National Committee, women ministers, women military generals in Beijing, women members of various democratic parties' central committees in Beijing, women representatives of non-governmental organizations, well-known women in the fields of sciences, wives of the envoys of foreign embassies to China, women diplomats, and women foreign experts and wives of foreign experts, attended the reception.
¡¡¡¡Qian Qichen, Vice Premier of the State Council, Peng Peiyun, He Luli, Qian Zhengying and Chen Muhua attended the reception and watched the wonderful performances.
Gu Xiulian, Vice President and First Member of the Secretariat of the ACWF, presided over the reception. Peng Peiyun gave an ardent speech at the reception, offering congratulations to Chinese and foreign women during International Women's Day.

Beneficial Program of Healthy Life for Women Sponsored by the Center

I¡¡¡¡n the afternoon of March 8, the "Second Beneficial Program of Healthy Life for Women in the New Century" was held at the China Women's Activity Center. This program aimed to advocate a scientific and healthy lifestyle, help women to find elegant and suitable designs of personal images, and provide modern women with the information on improvement of individual qualities. The program had three parts: image designing, cultivation of good qualities for women, and consultation on health problems. The program invited experts to give consultations on medical treatment, health care, tea culture and floriculture, color diagnosis, and exercise. Chen Hong, a famous movie star, was invited to attend the activity as the envoy of a healthy image.
¡¡¡¡A cocktail party to explore the differences in the thought of Western and Chinese women was held, with aim to meet Chinese women's desire to know more about the world after China's entry into the WTO. The participants exchanged ideas in a light-hearted way about the differences in women's attitudes toward family, career, and education. Everyone who attended the party gained much inspiration from the relaxed discussions.

Ceremony for the Donation by Qatar's Emir Consort Held in Beijing


¡¡¡¡In the afternoon of March 4, the ceremony for the donation by Her Highness Sheikha Mozah Nasser Abdullah Al-Misnad, Consort of the Emir of the State of Qatar and President of the Supreme Council for Family Affairs, was held at the China Women's Activity Center. On behalf of the Consort of the Emir of the State of Qatar, H. E. Mr. Saleh A. Al-Bouarin, Ambassador of Qatar to China, donated US $500,000 to the ACWF.
Her Highness Sheikha Mozah had dedicated funds to education, family, and social welfare in Qatar for many years. In October 2001 at the invitation of the ACWF, she headed the Qatar women's delegation to pay a visit to China and signed an agreement for friendly exchanges with the ACWF, expressing the wish to donate US $500,000 to support the advancement of Chinese women and children.
¡¡¡¡Gu Xiulian, Vice President and First Member of the Secretariat of the ACWF, Feng Cui, Member of the CPPCC and former Member of the Secretariat of the ACWF, Zhao Shaohua, Member of the Secretariat of the ACWF, H. E. Mr. Muftah O. Madi, Head of the Arabic Envoy Group to China and Libyan Ambassador to China, and Mrs. Nehad R. Sukayri, head of the group of wives of Arabic envoys to China and wife of Jordanian Ambassador to China attended the donation ceremony. Gu Xiulian gave a speech at the ceremony on behalf of the ACWF, speaking highly of the contribution Her Highness Sheikha Mozah made to the Chinese women's cause and the friendship between the two peoples as well as expressing sincere thanks.

A Brief on Friendly Exchanges
(From January to March, 2002)


¡¡¡¡On January 23, at the company of Zhao Shaohua, Member of the Secretariat of the ACWF, the group of wives of the envoys of African Embassies to China paid a visit to Tianjin, inspecting the work on women in Tianjin.

¡¡¡¡On January 24, Peng Peiyun, Vice Chairperson of the NPC Standing Committee and President of the ACWF, met with H. E. Suzanne Mubarak, wife of Egyptian President and President of the National Council for Women.

¡¡¡¡From February 22 to 25, at the invitation of Vietnam Women's Union, Zhao Shaohua, Member of the Secretariat of the ACWF, attended the Ninth National Congress of Vietnam Women's Union. As the special-invited observer and nonvoting delegate she also attended the meeting of Women's International Democratic Federation in Asia and Pacific.

¡¡¡¡On February 22, the group of wives of the envoys of Latin America and Caribbean Embassies to China paid a visit to Tianjin, inspecting the work on women in Tianjin.
¡¡¡¡On February 28, Zhao Shaohua, Member of the Secretariat of the ACWF, attended the activity by the group of wives of the envoys of Arabic countries' embassies to China in the Embassy of the Arab Republic of Egypt to China.
¡¡¡¡From March 12 to 19, at the invitation of Japanese Women's Federation, the Chinese Women's Delegation headed by Li Qiufang, Member of the Secretariat of the ACWF, visited Japan.

¡¡¡¡On March 18, the donation ceremony of Mary Kay Women's Career Fund was held in the ACWF. This time Mary Kay Women's Career Fund again donated RMB 300,000 to the Women's Fund of the ACWF. Mo Wenxiu, Member of the Secretariat of the ACWF, and Mr. Michael L. Lunceford, Vice President of Mary Kay Company attended the donation ceremony.

¡¡¡¡From March 22 to April 4, at the invitation of Ministry of Gender and Women in Development of Rwanda, Ministry of Social Action and Women in Development of Burundi and Ministry of the Social Affairs and Women's Promotion and Children's Protection of Togo, Gu Xiulian, Vice President and First Member of the Secretariat of the ACWF led the Chinese women's delegation to pay a visit to the three countries mentioned above.
