The project spearheaded by the International Labor Organization (ILO) began in China in August 2002 and concluded in April 2006. Since it involved ILO's tripartite constituents_the Ministry of Labor and Social Security, the All-China Federation of Trade Unions and the China
Enterprise Confederation_plus the All- China Women's Federation, the project was known as the "3+1 mechanism."
The project's long-term objective was to enhance gender mainstreaming capacity and improve employment policies in the country.
