In regards to enhancing women's participation in decision-making
and management of State and social affairs, the Government
has made efforts to create favourable conditions. The 10-year
Program includes requirements to try to ensure that there
is more than one woman in the leading bodies of governments
at all levels and that women are represented in the leading
bodies of more than half of the ministries and commissions
under the State Council and in the leading bodies of more
than half of the government departments at provincial and
prefecture levels. It also includes measures to ensure a significant
increase in the number of women holding principal office or
posts of major importance. The Organic Law of Villagers' Committee
adopted in 1998 stipulates that women members should be included
in villagers' committees. Governments at various levels adopted
many measures to ensure women's participation in decision-making
and management of State and social affairs. For instance,
the fixed number of years for women's promotion has been increased
and women have priority in promotion if have the same qualifications
as men. Some leading posts must be directed to women when
recruiting cadres through open public examination. The State
Ethnic Affairs Commission calls for governmental departments
at various levels to lay stress on training and selection
of ethnic women cadres. It runs training classes for ethnic
women cadres together with the All-China Women's Federation
(ACWF) every two years. That aims to increase the opportunity
for political participation of ethnic women.
