Preferential
Governmental Policies
According
to the claims set out in the 10-Year Program, government departments
give full consideration to the special interests of women
and their legitimate rights and interests when formulating
policies and making decisions.
The Chinese
Government has attached importance to women's employment issues
and guaranteed their labour rights. The Ministry of Labour
and Social Security adopted measures extending employment
opportunities and creating more posts so as to enlarge women's
employment circles. Laid-off women and men and the unemployed
enjoy free vocational skills training and employment service.
The laid-off and the unemployed can apply for small loans
to start their own business. In view of the difficult reemployment
situation for laid-off women workers, a preferential policy
was formulated. The policy declares the working units that
hire laid-off women will be granted social insurance subsidies
and reduced taxation. The Government will also create public-interest
posts to help women above 40 years old find employment. To
guarantee women's special rights and interests during pregnancy
and lying-in periods, the Ministry of Labour and Social Security
introduced a childcare insurance policy throughout the country.
By September 2003, 28 provinces, autonomous regions and municipalities
had implemented such insurance policies, covering 35.77 million
workers.
