and long-term targets for women's development
were also given attention. The initial six fields for Chinese
women's development during the first 10 years of the 21st century was ascertained. These include the fields of women
and economy; women's participation in decision-making and
management; women and education; women and health care; women
and the law and women and the environment.
Protection
of women and children's legal rights and interests under a
socialist market economy are stressed fully in the 10-Year
Program. Perfection of legislation and appropriate policy
adjustment are considered important guarantees in safeguarding
these rights and interests. Responsibilities and tasks have
been clarified, governmental functions strengthened and social
force mobilized to create a better social environment for
women's progress and development.
The National
Working Committee on Women and Children under the State Council,
which takes charge of enforcing the 10-Year Program, and the
concerned departments under the State Council and organizations
with individual responsibilities, all work out implementation
schemes based on the 10-Year Program. Local governments at
all levels formulate local programs for women's development
and bring them into the general plan for local economic and
social development. Simultaneously, national and provincial
(including autonomous region and municipality) monitoring
and appraisal systems relating to women's status have been
established.
