Program
for the Development of Chinese Women
In
1995, based on the general targets of the national economic
and social development program, and taking account of the
actual situation of Chinese women, the Chinese Government
formulated the Program for the Development of Chinese Women
(1995-2000). The promulgation and enforcement of the Program
brought the basic State policy of equality between men and
women into the decision making of governments at various levels
and made it possible to optimize the social environment of
women and children's development. The main targets set in
the Program were essentially realized in 2000 and women's
rights in all spheres of political, economic, cultural, domestic
and social life, have been further enhanced along their living
and development environments.
In 2001, following
fulfillment of the Program, the State Council formulated the
Program for the Development of Chinese Women (2001-2010) or
10-Year Program, for short. The 10-Year Program stated the
basic State policy of sexual equality in its general targets.
The acceleration of women's development is the main theme
and the increase of their overall qualifications is the key.
It encourages women to make progress and while participating
in economic and social development. The 10-Year Program was
formulated taking full account of the 12 key fields for women's
development brought forward in the Platform for Action, a
governmental commitment worked out by the Fourth World Conference
